Hours: Full-time, 37 hours per week

Location: Flexible, home-based with occasional travel to CQC Offices

Since 2015, the Market Oversight function has been in place to monitor social care providers that Local Authorities would find difficult to replace in the event that they fail or cannot deliver all of their services. The scheme assists Local Authorities in the delivery of their statutory care responsibilities and ensure people in vulnerable circumstances have continuation of care should their provider’s business fail.

We are now looking for a Head of Market Oversight to join us on a full-time, permanent basis.

What you will bring…

To be considered as Head of Market Oversight, you will need:

- Experience of complex restructuring processes
- Experience in accountancy and/or banking
- Experience across a range of different restructuring solutions, dealing with contentious situations and an understanding of insolvency procedures
- Experience of working with professional advisers, such as accountants, lawyers and insolvency practitioners
- Experience of handling confidential and commercially-sensitive information
- Excellent stakeholder relationship management skills, with a credible track record of communicating with Board level executives and senior stakeholders
- An ACA, CIMA or a similar accounting qualification

What you’ll be doing

As Head of Market Oversight, you will ensure that adult social care providers are financially sustainable and stable through various monitoring and review activities.

Managing our relationship with corporate providers regarding their financial issues, you will review registration and market intelligence reports to identify potential new entrants and leavers from the Market Oversight Scheme.

You will lead financial risk assessments of corporate providers, ensuring that the analysis performed, and resultant risk judgement, considers any specific business context issues. You will then approve changes to financial templates and risk indicators due to specific business context issues.

Liaising with the Corporate Provider Team, you will work to understand the potential financial impact of any quality-related issues. You will ensure the delivery of evidence-based judgements on business failure risk, and act as a consistent point of escalation for the provider.

Additionally, you will:

- Lead engagement with corporate providers and senior stakeholders
- Ensure we can assess the risk of business failure and its likely impact on services
- Procure additional professional support
- Support in determining when to notify Local Authorities regarding concerns
- Line-manage a Market Oversight Manager
