The role
As an Environmental Enforcement Officer, you will play a key role in protecting and enhancing the environment by investigating complex environmental offences across various regimes. You will provide vital operational enforcement support and guidance to the wider organisation, ensuring the effective regulation and environmental responsibilities of Natural Resources Wales are met.
Key responsibilities include:
Applying expertise in a defined area, undertaking a range of tasks that support environmental regulation and compliance.
Referring to procedure manuals, statutory codes, and relevant legislation to guide the work, alongside conducting necessary analysis and interpretation.
Processing and analysing non-routine, complex, and technical information.
Focusing primarily on a discrete area of work, with an understanding that errors could impact other areas or third parties.
Offering guidance and support to less experienced colleagues in problem resolution.
Overseeing contractors and managing associated costs.
Using technical judgment and creativity to determine the best approach for achieving results, adjusting priorities when conflicting demands arise.

The team consists of 11 posts which are made of Industry & Waste Regulations and enforcement officers. The post will cover the whole of North West.
As an organisation we support flexible working. You will be contracted to an NRW office within the place base / location above and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

Interviews will take place through Microsoft Teams.
Vetting checks may be required depending on the role. Appointments are normally made within 4 to 6 weeks of the closing date.
What you will do
Take appropriate actions to collect evidence for enforcement purposes, in accordance with defined procedures.
Provide enforcement support to wider organisation.
Deliver and support surveillance operations.
Provide opinion and advice on enforcement procedures, evidence gathering and warrant applications, in line with current policies and legislation, to enable NRW to take appropriate action as per its enforcement and prosecution policy.
Coach and develop team members on new and existing enforcement policies, procedures and techniques equipping them with the knowledge and skills to deliver their work in an effective and efficient manner.
Liaise with other internal teams and external organisations, to establish sources of intelligence and to collate and share advice and information so that all parties possess the necessary information to perform and deliver their work.
Attend court to represent and give evidence on behalf of the organisation to secure appropriate enforcement action in line with NRW’s enforcement policies.
Respond to incidents and complaints.
Contribute to a positive health, safety and well-being culture.
Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
1. Knowledge of key legislative regimes.
2. Ability to communicate effectively with regulated business and the public and gaining support by influencing.
3. Comfortable and competent in dealing with challenging situations and individuals.
Welsh language level requirements
Essential: Level B2 - Upper intermediate level (able to discuss work matters) with an expectation to develop language Welsh language skills to Level C1 - Proficiency level (fluent Welsh speaker) following an agreed training programme.
Desirable: Level C1 - Proficiency level (fluent Welsh speaker)
